motherboard problem?

when the motherboard works fine
i hear the harddeive working cd working
everything except
the monitor works but is blank
power suppy model- atx gu aopen 115 to 250(gu) p4 watts
wattage reading
motherboard epox 4pgai
pentium 4 2.8 prescott chip
512 k ram 3200
buulding the system up from scratch
would it be the cpu?
what can u do to fix this problem?
