Oblivion PC and quad cores

Hello, I have a problem with Oblivion that I need help with

You can see my specs below, and with these I obtain a health 60 fps 90% of the time on games like MW2 and BF:BC2, even on the higher settings. However, in Oblivion ( With Qarl's Redimized Texture Pack ) I get around 30 when in uncluttered areas or dungeons, and anywhere from 10-18 in cities. Now Since Oblivion doesn't support quad cores, and was made for single-cores (so I am told), I was wondering if there was any way possible to increase my FPS.

Note: Just unloaded Qarls Texture Pack and seeing absolutely no increase in fps, and in fact decrease in some areas.

in order of usefulness

1) if you have 2 screens, disable 1 screen
2) lower your settings (especially the distances, set them all to half, you'll still see enough)
3) try to find the nvidia drivers that where made especially for oblivion.
