The specs of this A8V motherboard listed on the ASUS website indicates that it only supports AGP8x 1.5V only so I am not sure what video cards can be used with this motherboard. Most video cards listed with AGP8x are listed with a requirement of 0.8V so can I still use the ATI Radeon 9800 Pro grpahics card?

The card will work fine. Make sure you have the latest BIOS as you don't need any famous Via-Radeon issues.

Mostly wrong drivers from VIA. Should not be an issue at this point.

Will a ATI Radeon 9600xt work with the ASUS A8V motherboard too?

Yes it will, but see if you can get the 256mb version. Much better play in Doom3. I've seen it on sale in the $150.00 range.
