Is putting a FPS of higher than 60 change anything?

I was told by one of my friends today, that having a FPS higher than 60/70/75 is of no use since the MONITOR refreshes at 60/70/75. Is this true? I mean, without V-sync on CSS, i get a FPS of 300, but is this actually what I am getting? Or is it only 60?

Basically, is having a FPS higher than 60 change the gameplay in ANY way?

it depends more on the speed of your eyes, a human eye can see around 25-35 frames/images per second.
so unless you have an overclocked eye, 40 FPS is already useless... (if those numbers are minimum FPS)

He's right. For a 60 Hz monitor, any more frames than that are inconsequential, they stand only as an academic interest (benchmarking, etc). In fact, it would cause something called frame-tearing, which hinder the graphical experience. 40 frames is considered the threshold of smooth gamaplay, though opinions vary.

It means the graphic card is outputing 300 frames, but your monitor has display only 60 of those at any given time.

You got to make sure though that you have the power to power those overclocked eyes. What about the heat issues that would arise from that as well?
