If its an IRQ problem, simply shifting the PCI slot used to help. Not sure this is effective with todays mobo's and OS's though.

Is the OS set to Plug and Play in the Bios?

If you rule out software, the first thing that I would look at is your RAM. Memory errors cuase the Bluee Screen many times. The next thing and this is also very likely, You need to somehow check your voltages on each rail. PSU;s can cause a number of odd problems. What PSU do you have and how okd is it? What about your RAM, give me some specs on that also.

Sounds like a driver issue. Update MB BIOS and get the latest Toshiba drivers. See anything funny in Control Panel? IRQ issues can usually be found there.
