So yesterday I installed GTA IV and was surprised to see that my FPS is 10 - 20

With Graphics Settings
Video Mode: 1280 x 1024 (75 Hz)
Texture Quality: High
Render Quality: High
View Distance: 34
Detail Distance: 26

That was auto configured options..

I tried to make everything the least and my FPS didnt change at all..

Graphics Settings
Video Mode: 800 x 600 (60 Hz)
Texture Quality: Low
Render Quality: Low
View Distance: 1
Detail Distance: 1

My PC specs are :
Intel(R) Core(TM)2 Quad CPU Q8300 @ 2.50GHz
Microsoft Windows 7 Ultimate 32-bit
NVIDIA GeForce GT 240 1GB DDR3
2GB Ram

As i saw ,The game should run at FPS 30 - 50, on max settings ,with this video card.

PS: i installed the latest VGA card drivers.
I am running other games like COD4 at FPS 90 - 160, with max settings, MW2 at 120 FPS , Splinter Cell Conviction at 60 FPS ..

I would apreciate any advice...

it runs well on my computer (core 2 duo e6600 @ 3 ghz, 2gb ram and 8800gts Oc'd), FPS rarely drops below 25 fps on default settings @ 1440x900. I am running windows xp so maybe windows 7 requires a bit more ram. Your vid card should be getting more fps though and your cpu is more than enough. GTAiv loves quad cores. If you have dropped all the graphics settings, and still no cluck, I dont know what else ou can do?????

If OneEightySX is getting 25-40 fps with his specs, i wonder how much i am gonna get!
My specs are..Intel i5 750 @ 2.67Ghz, 2GB RAM and a 5850

Now I feel like trying it out just to see how well my pc does?

Right this is simple - you need to add a text file into the game dir and add the line inside (norenderlimit or similar) and then run the game - it will take out the artificial limits on the pc verison of the game and give you at least 30% boost in performance.

I have replied to another gta4 thread with exact info but right this moment cant remember and or find the old thread !>....trust me it will make a HUGE differrence and will let you play the game fine.

quick google to find gta 4 console commands will tell you all u need to know...

gt 240 is not good for gaming seriously speaking....9600gt is way better
gt 240 is not future proof :(

The newer GTA DLC packs have a much better performance than the "vanilla" game ...Mine runs at a fair pace but it took a gtx480 and 8 gig of ram to get a nice constant pace out of the original for me,

Pretty silly considering how some far superior looking games have much less demands eh ...
