What card can i get?

I have
AMD Phenom x4 945 3.0 ghz cpu
30 gb ocz vertex ssd
1TB samsung hd
600W ocz psu

Basically I'm really lookin for a graphics card to place Starcraft 2 on line with at great fluidity(most important) and higher settings. i have the evga 9800gtx+ right now, and it SUCKS!!!! it lags really bad even on medium settin in 3v3. As far as campaign goes, cant really play on ultra. high is sort of doable.

looking to stay in $100 range since this card is ONLY for sc2

100$ isnt going to do it. my 160$ Ati 5770 cant even max out the single player (close though) i would look an Ati 5830 (220-230$) if you want to max it out.

Okay, then did i do something wrong? cause hooked up to the 9800gtx+ it wouldnt even run on low in big battles(something my onboard can do).

also here are my options
keep the 9800gtx+ (spent $50 on it) or return it and:
buy 5830 for $150 (the msi one was sale at newegg) but im really worried it wouldnt run ultra
or wait for a gtx 460 at 169 ( its happened before so it will surely happen again)

one last thing: temp and power consumption is a little important to me

in the Campaign the fps jumps around between 35-60fps. this is at Maxed settings/1680x1050Res.

for the 4v4 i was actually pritty happy with it. didnt drop below 46fps and usually hung around 60fps. so its actually pritty good.

I don't play computer games (well hardly ever), so perhaps somebody can explain the following to me:

When watching a movie or TV program, our eyes are perfectly happy with 25 or 30 fps. Why would we want/need to play a game at anything better than 30fps?

not sure but it could be because the movement in movies is already so smooth because its real people moving while the games are not.

I have an XFX Radeon HD 5770, and I can safely say that I can run at the maximum quality with very smooth game-play. The only problem that has ever happened with me during single-player was the mission where the protoss duked it out with the zerg (I won't spoil it with the exact details), and that was because the zerg was flooding the whole map near the end of the game. It really stuttered, but it was still manageable enough to play, at least for me.

A simple answer to your question is: watch a movie and wait for the camera to pan rapidly, you will notice tearing. 95% of movie time is two near-stationary cameras set up in a 120 degree split watching people talk while facing one another, 30 fps is sufficient for this application. The human brain can resolve a scene into motion starting as low as 10-15 fps if done right.

The human eye "refreshes" at about 60Hz(if you can call it that) See below for a better explanation than I can give.

http://www.100fps.com/how_many_frames_can_humans_see.htm

Most people are happy with 30+fps in SC2 (though there's no doubt that there exists a marked difference between 30 fps and 60+ fps) but this is because gameplay in SC2 can be likened to watching the average movie, whereas a first-person shooter is constant panning. Even in action movies you won't see as much panning as you might expect if you pay attention. Rather you see almost-stationary cameras shooting from several different angles.
