Help! Cannot Install Steam on New Computer

Whenever I attempt to install Steam onto my new computer (Which doesn't have anything on it besides Mozilla) it reaches 99% and then a message saying, "Fatal Error - Cannot load module bin/vgui2.dll.

I've scoured the internet for an answer and I've tried everything from changing the Client Registry name to deleting the old UI. This is the first time Steam is being installed on this computer so the old one is not present, which is the major problem in which people were facing. So please, someone out there, you're my only hope!
