What kind of graphics card do you have? A generic integrated graphics card
just doesn't have the power to run a game as demanding as Doom 3.

It seems that one of two things is happening. Either the video card is
not the appropriate quality for Doom 3, or that it's had its extended
features disabled.
For example, you can use the Display properties to disable hardware
acceleration of your display. This effectively turns off certain
capabilities of your video card, and it looks to Doom 3 like you're
running something much more primitive. So make sure you've got
everything turned on first.
