CS hosting issue

My friend is having this peculiar prob dat whenever he hosts a counter strike server,the game runs well in multiplayer others can easily play but he himself cannot enter into the game.
he gets an error mssg in the console that says "TCP/IP disabled" or somewhat lyk dat.he then tried switching off his firewall but at no avail.
Does any1 knws hw 2 fix dis or y dis occurs?

If he is running a dedicated server, he cannot enter the game from that particular PC.

I am assuming you are using the Steam version...so if he wants to play, he is going to have to join it from another PC. Otherwise, from the CS menu, he should just click "Create Server" (then choose the settings). He will be put into the game and everyone can join (at the cost of higher pings etc...).

Well, itd be good to find out, because we dont discuss "fixing" pirated games here on Toms
Also, please try typing a whole word, what youre typing hurts the eyes
So, until you find out if its legal or not, I'll close this thread, and if its legal, start another
