Unless he's talking about Doom3, which...in case...

Doom3 ships with a built-in editor, just bring down the console (press
CTRL+ALT+TILDE on a US keyboard, and I think it's CTRL+ALT+` on non-US
keyboards. Tilde is the ~ symbol) and type editor.

Doom3world.org is the best place to learn anything about Doom3 editing.

This is, of course, assuming you mean Doom3, and not Doom. Regular
Doom, just trust Dan's link.
