System locks up when Windows Screen appears or soon thereafter.
Hardware follows:
Asus A7V 1.02
Athlon 800
IBM Deskstar 20GB HDD ATA 100
Corsair PC133 Ram 128MB
Mitsumi Floppy and Mitsumi CD Rom
Diamond Stealth III S540 Extreme AGP Graphics card
Procedure followed:
Loaded Windows 98SE
Installed Via 4 in 1 drivers ver. 4.28
Installed Promise ATA 100 driver
Installed Diamond Stealth III S540 driver
System locks up unless I use Standard VGA driver. Also,
system does not lock up when using PCI video card.
Help! I am almost to the point of leaving PC building to someone else or going back to Intel.

I had the same problem. It was related to the ATA/100 controller driver. Did you upgrade it--check the asus website.
Upgrade the BIOS, v1004c is available at the Asus website.
The latest 4in1 drivers I have seen are 4.24, where did you find 4.28?
If it is the video driver then:
Uninstall all your video card drivers (check add/remove programs), install the standard PCI adapter (VGA), then re-install your video drivers.
I also found that my system would lock up if I installed anything other than my hard drive to the ATA/100 slot.
