Ideal computer for flight simulator

i currently have microsoft flight simulator 2004, however i want it to run as smooth as possible without cutting back on the realism and level of detail, right now, my FPS are about 45-55. although i have
worked my way around the blurry textures or stuttering with FS9.cfg tweaks
however, i will always get the occasional stutter or some textures are not showing up. (slowly)

my pc specs:

120GB hard disk
2.9Ghz AMD Athlon 64 X2 dualcore
Nvidia geforce 8400GS (this is really low end?)(i am strongly willing to upgrade)

i want to know what i can do to my pc so that i can get very good fps. also, i know that my current video card is very low end, which ones are good that will fit a budget of $50-80?

I can't really say is i have no idea what type of 64 you have but that's a pretty old chip aswel. The best GPU you could for get for $80 would be the Radeon HD 4850 512 MB. But I don't know if it will be bottlenecked :)
