Can I use the transformer for IBM on an HP laptop?

My father-in-law from Argentina (220v) doesn't have an plug adaptor, so I'm wondering if I can use the transformer from my IBM to charge the batteries..

If it has the same voltage, amp, and wattage rating it should be ok.
