I have a problem trying to sync with my computer. Everything works
fine for a while but then something goes wrong and the SPH-i700 will
only connect but won't start syncronizing with Outlook 2003. I tried
checking all the set up values to see if something got changed but
nothing seems to work. The last time this happened, I deleted the
partnership and then started fresh and the sync worked for two weeks
and now it is doing the same thing. Any help would be greatly
appreciated.

It's a USB thing so just use IR instead. If you don't have an IR
notebook get an IR sreial or PCI card for your desktop.
