All drivers are up to date, I tend to check them very often, yet my partners machine runs perfectly on same BBand line, where am I going wrong ?? My FPS is as low as 2Fps & latency is good at 23- 70. please assist me in this.
I would say a graphics card upgrade will help significantly. The low fps could be a result of you using the Dx 11 features perhaps on your card? It should run better than 2 fps. Have you tried adjusting your video settings?
If I'm not mistaken the graphics card that you list (ATI Radeon HD 4600 (0x9498)) is a Radeon HD 4650. With that card you should see playable framerates on medium settings. You need to check your graphics/video settings. You should have shadows off and multisampling at 0. I would also suggest turning view distance to low as well. If this doesn't work then I would run WoW in windowed mode, then run task manager while WoW is running. Look for anything program wise (such as antivirys software) that may be using a large amount of system resources. If nothing is amiss with these then it may point to a bad GPU.
