Since DX9 setup is completing correctly, you have the latest version. Those specs indicate that your PC can easily handle DX9 games. I'm pretty sure, then, that the game is incorrectly detecting your DirectX version. I'd try running it in compatibility mode. Right-click on Launcher.exe and click Troubleshoot Compatibility. The Compatibility Wizard will launch and apply some compatibility settings (most likely for WinXP). Hopefully, that will allow the game to run correctly.

Its patched all the way to max, and there are users of the game that have windows 7 and are able to run it. No idea why.......... For those users the moment they launch it everythings fine no errors whatsoever

Ok i've found out the problem. BTW yes my vid card is up to date. Apparently it was comodo firewall that was conflicting with it. It didn't work eventhough i disabled it i had to uninstall it for the game to work. Now it works fine. Well just a future note if anyone comes in here with the same problem =)

Thanks so much Bolbi for replying

PS
I'm out of a firewall any free and effective firewall you can recommend =)

Wow... I never would have suspected that a firewall was interfering with DX9!!! Glad you fixed it.
As far as a new free and effective firewall goes, ZoneAlarm is highly recommended. Outpost has a great reputation, but it isn't free. Personally, I just use Windows Firewall. It's so lightweight and "set-it-and-forget-it". I know it's not recommended by most experts from a strict security perspective, but I've been ok for about a year now using it.

Yeah LOL me neither, ouh i need security badly. Recently someone hacked my WoW account and i'm not sure was it a keylogger or something. Scanned my PC and it was clean. Just don't wanna take any chances. Will look into zone alarm thx man.

If you want to make sure your system is completely malware-free, SuperAntiSpyware and MalwareBytes are both free, effective, and very thorough at removing all malware, including traces left behind by many other programs.
