Eratic FPS in COD black ops

Hi,i play alot of call of duty black ops,i have a duo core e7600 3.06ghz cpu, 4gig of ram and a XFX ATI 4770-512 of memory graphics card,i find the FPSgoes up and down causing video lagg,when it is at 60fps its quite ok but it dips to 30 or 25fps and feels laggy,i have reduced some of the settings like (sync every frame)but i still get drops in fps,i am not sure how i can in crease the performance with the ati catalyst centre,any ideas on how to fix this is much appreciated,thanks

does it drop randomly, or when it's busy, explosions etc.?

it drops randomly from what i can see,

What PSU, cooler, mobo and case do you have?

i have a greatwall 550watt psu..ep45 UDL3 gigabyte motherboard,NZXT appollo case,my heatsink is just a cheap upgrade from the standard intel cooler,nothing special.yes my graphics drivers are up to date

Call of Duty Black Ops does have a bad PC port from the consoles. It could be that for the random FPS drops.Also dual cores are not that enough for COD BO. It does require atleast a quadcore.
I have the Intel e7500 with me and a 8400 GS NVIDIA GPU, I played it at the lowest possible settings with res of 800 X 600 but texture detail high.
