Xinput1_3 dll is missing from your computer

I believe that is a DirectX component. Check the CD for any addt'l directx related setup files that you may need to install. Most likely the game would have prompted you to install these at some point during the installation.

The Xinput driver is the common input layer that Microsoft implemented for both the XBox360 and PC, though most games don't support it [instead relying on Windows Messages and DirectInput...]

Just google for the driver install; shouldn't be too hard to find the download from Microsoft...
