OTS OSI APLI sample initiator fails with conf res AP_REJ_P..

I am trying to use the sample code from OTS OSI APLI initiator
code to connect to a Network element and after I connect and send an
A_ASSOC_REQ I receive a confirmation AP_ASSOC_CNF but with the
a_assoc_cnf_cd_t res set to AP_REJ_PERM which according to the
APLI prog guide means the connection is permanently rejected
and the reason is AP_NRSN which says "No reason given".

Can anybody help with this
