My DELL computer (almost 4 years old)just broke and no sense in repairing it...its dead for good but I wonder if I can save the OS.

The computer has Windows XP Home Upgrade Edition (OEM)and I have the Windows XP installation CD along with the CD KEY.

Can I install this Windows XP on a new machine that I am building?...I wonder if I can save at least the OS or there are issues to contend with Microsoft.

I know of cases were a Dell XP CD would not work with a non-dell motherboard.

Some big OEM's get a special version that is tied to their hardware.
