GTA IV again

My specs:

Core i5 760
RAM 4 Gigs
ATI Radeon HD 5570

I can max out Texture and Water Quality and play it very smooth but it will be a little lag at night on game. And if I turn on Reflection or Shadow, it will be very very lag. My game is the latest version. Am I need more RAM or I need to get a better graphic card?

Right now, yes, its actually your Graphics Card. The HD 5570 isn't enough to play the game in like a 30 FPS constant. You are going to have to put all the game settings on low or medium or both in a mixed way. Like the Texture quality on Low and The shadows on Medium....etc.

Your processor is good ,as well as your RAM.

Trust me, I have a 8400 GS and I was playing it on a 10-15 FPS , all on low.
But after modding it a bit, I got 20-35 FPS constant with the shadows and water quality on medium ! All the others were on low though.

As posted, its your gpu is slowing factor.
You need to upgrade to lets say, a gtx 460, to enjoy latest games.
The 5570 is only bottlenecking your i5 760.
Also, do state your psu .

No, you need a better gpu to run the game at this res.
You can try to decrease the res and lower the settings.

Not a hijack attempt but does anyone else get a sudden muddy flat texture pop-up as the ground in the same exact spots when driving over it? A good example would be in the beginning where you pick up Little Jacob.

Mostly when traveling through the underground tunnel between "New Jersey" and "Manhattan". Seems to not be able to load the textures correctly or something. But this also happened in the 360 version so I'd say it's just the game.
