I've just installed an AOpen AX3S Pro (815e chipset +ICH2)with P3 866 socket 370 CPU. It uses Award BIOS. I've got it in a minimal configuration including SimpleTech 256 meg RAM stick and can not get anything more than the fans working and mobo led's to come on (no POST or bios beeps either). I've checked and re-checked the jumper settings and connections with no luck.

Anyone have any suggestions? I'm about ready to see about returning this board as defective (or is it the waterboy himself who is defective?)

Check the 230V/115V switch on the power supply. It should be 115V for the United States. And make sure your video card and RAM are fully pushed into their sockets.
