i have gta san andreas but it is asking me vorbisfile.dll not found

core vorbis is a subtitles translator/displayer if i remember correctly it comes as part of a codec pc like xpcodec pack or klite. install 1 of them and see if that helps (as long as your using xp) this aint the only place mind. try updating your audio drivers too
