Does a complete re-format and re-partition erase all installed chipset drivers? Or are these written into the rom like the bios?

All data is erased, including chipset drivers.

It never hurts to backup ALL of your files on another machine or disk BEFORE repartitioning/formating target machine.

To clarify, your BIOS is separate from your chipset drivers.

Unfortunately, no your cmos and bios are not erased when you format your hard drive. But, if you head down to the local handgun store, you can buy one of those nifty 30,000 volt stun guns for $30, that will clear that bios out for you.
