Have you tried the enchanter in the Caldera Mages Guild house?

There are artifacts that raise your conjuration skill -- I have had three of
these. One comes from the Imperial Cult and one may be random and one may
come from the Mages. I keep these because tp summon a Golden Saint with 100
% success you need more than 100 in conjuration. There is also a scroll in
at least one of the dungeons but I forget which one. Word of warning when
you try to soul trap a storm atronach. Make sure that you have only the
highest level of soul gems. The storm atronach will also fit in the purple
one. Drop these.
