Have to push space before '~' will apear in windows ??

Hey, i've had this for a while now, most of my computers have this where to push a character key say for ' ~ ' tilda, for example, I have to push space for it to appear (like its some sort of language keyboard selection issue).. it's on my laptop with Windows 7 OEM install, AND on my XP SP3 fresh install on my desktop my older desktop has SP3 and it doesn't do this.. happens regardless of the keyboard (have tried others on each machine) and happens ALWAYS everytime I need to push this button. Not sure about other buttons afflicted, ' apostrophe is definitely, but colon and semi colons aren't. CONFUSING!! How to fix??
