Is there a way to block incoming calls on a Verizon wireless account
that emanate from a certain telephone number? The party calling is
outside of our area code.

No. VZW offers no call block service at this time.

One option would be to set a silent ringer for that incoming number.
Your phone wouldn't ring at all. You can erase any voicemails you get
at your leisure.

I download imobiletool incoming calls blocker to help. It helps me to block those unwanted incoming calls for my windows mobile phone. It works well for me.
