When is 300W not enough?

Im looking at getting an Antec SX 1030 Case which comes with a 300W power supply. While looking on AMD's site I noticed that only the 400W PSU from Antec is reccomended for their 1.33 Athlon CPU. Is 400W over kill? Or is 300W enough? I have three SCSI CD-Roms and a Hard Drive. I wouldnt be suprised if I get a new HD sometime in the future. Does it make more sense to get a 400W PSU with this case or should 300W be suffice? I've always had 300W up until now.
 
300 watts is the total combined voltages.
A lot of 300 watt power supplys only supply 14 amps on the 3.3 volt leg.
AMD reccomends 20 amp on the 3.33 volt leg. That is why they reccomend the 400 watt supply. The 300 does not supply enough power on the 3.3 leg.
