HP Business InkJet 2300 printing documents smaller

Hi

I have following problem,

I need to print a document with a frame around it. If I try to print
it without checking the checkbox "Emulate LaserJet Margins" in the
printer options it doesn't print the whole frame. On the other side if
I chcek it it prints the document smaller scaled as another LaserJet
printer.

This problem occours both from Acrobat Reader and Word. I don't have
set the reader nor word to scale the documents.

I tried almost everything, I tried to print the document without
emulating laserjet margins with scaling it, but it didn't work as
well. If someone could help me please do so I would be very gratefull.
