I will be getting a Lenovo T420 for college, and it comes w/ an i5 2.3-2.9 GHz and Intel HD Graphics 3000, with a 1600x900 screen.

I heard this integrated chip compares to low level dedicated graphics. Will I be able to run Elder Scrolls IV Oblivion, and at what settings?

You should generally be able to run it on medium settings with decent performance.

Here's an old review which basically maxes out the graphic settings:

The slowest card benchmarked is the 9500GT and the lowest settings is 1280x1024 which is the closet resolution to your monitor. Your resolution is basically 10% larger. I would guess that if you were to use the sames or similar graphics settings you will get about 27 FPS compared to the 37 FPS for the 9500GT. That based on the Intel HD 3000 being weaker than the 9500GT and your slightly higher resolution.
