well, I can tell you that your GPU is not of the gaming standards of today, which probably why your PC hangs when you try to run the game.

as for skype, have you tried updating the drivers for videocard?

Recommended system requirements ..

OS: Windows XP/ Windows Vista/ Windows 7
Processor: Intel Core 2 Duo @ 2.4 GHz / AMD Athlon 64 X2 5200+
Memory Ram: 2 Gb
Hard Disk Space: 8.5 Gb free
Video: 512 Mb @ nVidia GeForce GT 220 / ATI Radeon HD 3600
Sound Card: DirectX Compatible
DirectX: 9
Network : Broadband Internet Connection
Keyboard / Mouse
Installation: DVD-Rom Drive

So your rig should be able to play this with a few tweaks to its config.

I suspect its a driver issue, most likely the network card if Skype is also suffering, check for updates for all your hardware and also install latest DX9c redistributable.

I 've checked my hardware and everything is up-to-date! I also installed DX9c and still nothing :/  ! Do you think a format could solve the problem?

do you have a bigfoot/killer network card? Even those are rated as gaming network cards they are known to give you issues with some games.
