Tool Bar missing in IE8

Hello,
Since installing/uninstalling/installing Firefox (or Foxfire), the top=most toolbar as disappeared. It had the usual "file Edit View ..etc". How can Iget it back? It is no longer an "option" on the "toolbars" pop-up.

right click on the IE header and click on the tool bar you want to see
