As owner of a KK266, I spend time at the Iwill BBS. From what I've read there, KA266's biggest problem's for boot-up are memory not seated fully and occasional AGP power supply problems. Apparently it take's way more force to seat the ram than most people are willing to use. I suggest you try it with the board out of the case and well supported. Then, when installed fully, the clips will close themselves. Don't use the clips to "help" seat the ram. Bloody fingers and small mallets are often mentioned (tongue firmly in cheek I assume).
It sounds crazy, but I read it again and again.
I'd also suggest starting with the PCI video card and the fsb jumper at 100 mhz. That tends to be an easier starting point to at least get it to boot. I believe you can change the fsb speed to 133 in the bios once it boots.
