Far Cry @ and GTA 4 problem

Far Cry 2 : Whenever I try to enter a server after some time it says failed to download map and I am redirected to main menu.
GTA 4 : About a year ago I used to play GTA 4 on medium settings at about average 40 FPS.
Now a year later when i tried to play GTA 4 again it gives me about 30 FPS on low settings.
I have the latest Driver for my card.
Is it because I now have an external 1TB hard drive?
Will overclocking my GPU solve the problem?
My average temperature while playing the game is around 70 degrees Celsius.
Specs - Intel Core 2 Duo E7500 @ 2.93 GHz
2044MB DDR2 RAM
NVidia 9800 GT 1GB DDR3
Integrated RAMDAC
Display mode 1360 x 768 (32 bit) (60 Hz)
Windows XP SP3 32 bit

if the game is installed on an external drive you will be limited to 10-15mbps transfer rates as usb is way lower than sata for bandwidth.
you should be able to play gta 4 at medium settings no problem on a 98gt as your system is very balanced as far a cpu-gpu are concerned.
70 dec C for a nvidia 98gt is a normal operating temp.
as for farcry 2 its likely your config has allow downloading turned off. so when you join a server that has mod maps it wont download them... so check the config files.

Yea I have installed FC2 on my external Hard drive.
So if I re-install it on my PC then will it work?
