My favourite artifact - the Amulet of Shadows

I think the best artifact in Morrowind is the simple little amulet with 80%
Chameleon, because it enables me to steal just about anything and it's
available early in the game (it's available as soon as you can kill its
owner, the young girl named Tevynu Tedran, companion of Synette Jeline, at
the pool north of Gnisis).

Here's how you can get it while you're still at level 1.

*SPOILER*

Just north of Gnisis, Synette Jeline is standing uphill from a pool. Her
companion, wearing 80% chameleon, is standing next to a tree, just a few
steps north. If you try to talk to her she tells you to piss off.

When you're level 1, you can equip yourself with enough stuff to kill one
person, not two at once. So you go up to Synette Jeline, (at the pool north
of Gnisis) and in conversation promise her that you'll get her ring from the
muck pond. This causes Tevynu Tedran to walk from the tree to the top of the
path leading down to the pool, ready to attack you when you've got your tail
up in the air and your head down in the water getting the ring.

But instead of going down into the pond as you promised, simply attack
Tevynu Tedran. This is the only time in the sequence when Synette Jeline
won't attack you, since she's waiting for you to find the ring. In fact she
won't even attack you back if you attack her.

If you attack Tevynu *before* promising to get the ring, Synette will attack
you as well. And if you get the ring they'll both attack you then, too. But
if you promise to get the ring, then attack Tevynu instead, you'll only have
to fight Tevynu, Synette simply waits, and you can get the ring without
having to defeat both of them at once.

This may be the most powerful item in the game, so easily obtained,
even conveiniently. Once you get the Amulet of Shadows, you might want
to work on your Athletics and Speed for when you have to chase down
your fleeing opponents. Like the guy carrying Umbra, for example...
