When you put a AMD w/ 266Mhz FSB on to a Abit KT7A mainboard the CPU temprature exeedes 70°C, and when I use an Elite board whit the same configuration and cooler it neerly gets 40°C. Who knows a solution and I don't want to use the Elite board.

Your Abit hardware monitor may not be giving you accurate readings. When you re-install the heatsink, do you use the old pad that came with it or thermal paste?
