Help - I can not get into my computer: here is the error
message:

Explorer.EXE Unable to locate component
Application failed to start. Browseui.dll was not found.
Re-installing the application may fix the problem

I don't know what this means, I can't click and get any
response or how to re-install this application if the
computer is not responding. I don't know what this
application is. Help out there?

Do you have your XP install CD? You probably should just re-install XP.
There are ways to extract files off of the CD, but you have to know where to
put them, etc, and the browseui.dll may not be the only file that is
corrupted.
