After I install XP SP2 it asks me to restart. I say yes
and it will not restart windows. I then restarts again
and asks me to start in safe mode. I do that and the
safe mode works. I then try to restart and it won't.
Cycle repeats until I use the restore option (prior to
SP2) and then everything works fine. Suggestions or
comments please.

Verify all your hardware and software is compatible with SP-2.
