I have a AMD Phenom II x6 1090t 3.2 ghz
I have a 24 inch monitor and is able to view 1920 x 1080
I have a graphic card of ATI RADEON HD 6850.
I have a 4gb of ram.
I was wondering if I could run the game on high, max, low, or medium

The specs, are ATI RADEON HD 6950 and mine is 6850 so will it run on MAX?

I don't want any lag though
The graphic card is 2gb and pixel shader is 5.0 and direct X is 11

A 6850 will probably get you high settings, or close to that without much trouble. It may not be able to max out the game at 1080p though. Depending on how much DX11 eyecandy they throw into the game, the 6850 probably will choke a bit at your resolution, DICE recommends a 6950 for high settings. Then again, they claim you need two GTX 580s to max out the game, so you may want to take some of their recommendations with a grain of salt. Hopefully we'll see some benchmarks from the beta soon, which will give us a better idea of how well the game will run on various cards.

I played the beta last night - and with my rig below (graphics HD 6950) at a resolution of 1920x1080 I managed an average of 33 fps on high settings. The lowest it went was 24 fps.

I don't imagine that your graphics card will be able to do high settings, maybe a mix of both medium and high, but probably just medium. Even so the game will look stunning. And it plays well too. :D
