Fallout pip boy radio

I built my wife a new pc and it works great, however when playing fallout 3 she gets a lot of stutter when she listens to her pip boy radio. We have tried a number of fixes but non seem to fix it. She has increased audio memory , disabled on board audio, tried mad filter among other fixes.
Her MB= Asus p67 delux
CPU= i7 3.4 2600 K
Audio= Xonar essence stx
Video= XFX 6950 2 GB
HD= 1 TB western digital RE 4
memory= Corsair vengeance 8GB 1600
DVD= 24X lite-on
PSU= Enermax revolutions 85+ 920W
Case= Cool Master 690 II Advanced with /GELID 2 -140 and 3- 120 fans
Cooling= Antec KULER H20

I am sure the pc can handle it but don't know why the raido stutters. This is sometimes fallowed by a game crash. Has anyone had like problems?

By the way it is on a window 7 OS 64 bit.

Do you have any Fallout 3 mods installed?
I play this game on Vista 32 bit and started having sound problems with the pip boy radio after installing some mods.

have you tried running it in compatability mode? i don't think it was developed for windows 7.

Fallout 3 also seems to have a lot of errors,bugs, crashes etc with Win7 64 bit.
