Very slow internet connection

My aunt have dual P3 Xeon 933MHz Workstation with Windows XP pro. She is using dial up connection with a 56K modem. The connection is a lot slower than it should be. The download speed is about 2.4Kb/s and the web pages are loading very slowly too. What setting should I change to get the connection faster?

its more likely the speed is limited by line quality.
