I'm trying to finish the catalog quests before leaving Freeport. They
consist of things like finding a rust moner. Well, i tried getting my flag
by finding a rust monster, hailing it, killing it, loot it, but neither that
flag nor any other catalog quest flag gets checked in the quest. Anyone know
if these quests are bugged?

You get an ability called Cataloging which you use to do
those quests. It's like mining, foresting, etc. -- target mob,
hit Catalog hotkey, wait for it to complete.

That said, I do remember seeing something about it being
bugged.

Look in the knowledge window for a cataloguing ability.
