mobo prob. - screen shows nothing

My friend just got an Amptron 817lm. It has a Thunderbird 1.4 GHz processor and 256 Megs of crucial PC2100 ram and a video card. After we turn it on, the montor shows nothing, like there is no Bios. We have switched vid cards, ram, and monitors to focus in on the problem and have got it down to either the mobo or the cpu. We have checked the manual and are sure all the right jumpers are in place. It was a cheap board at $70. I can't tell if the CPU is at fault or the mobo because all I have is a blank screen. The cpu has the appropriate heat sink thermal pad and power supply. Any ideas?

Try the cpu in another computer, if it works its most likely to be a bad mobo or its not grounded correctly.
