Ok, with my RC plane I got for Christmas there came a battery and a charger. Issue is the charger plugs into the 12V power outlet on a car....anyway to make a converter/ adapter for it so I can use at home?

Yes. Buy a DC power supply at Radio Shack. It will probably only cost $15. Make sure you get the power rating correct, both voltage and current. Extra current doesn't hurt but not enough can do damage. I'd recommend taking the charger in with you to make sure it's right and to get the proper connector.
If I have a 12V DC converter except it's for some electronic thing with the little power connector (the ones that r cylindrical and u plug into a hole and there's a small metal thing that fits into the center) is there anyway I could cut the wires and hook it up to the charger? Where would I attach negative and positive wires?

You need to check the current. It should give you a "Ma" rating, which stands for milliamps. If the converter is equal to or higher than the charger's requirements then it will work. If lower, don't use it. You may damage the charger and / or battery.
As for wiring, I'm assuming the charger came with a cigarette lighter plug for car use. The easiest way to deal with this is to buy an inline female cigarette lighter socket and wire it to the power adapter. Attach positive to the center connector, negaive to the outer. Double check that the charger is wired that way before you plug things in or you'll likely ruin the charger. Positive wires are generally the one with a white stripe or texture. Negative should be smooth.
If you really want to wire it directly, just cut off the cigarette plug from the charger and solder the wires to the bare wires coming out of the adapter. But then you can't charge out in the field without a power inverter.
What if I did the following:
Cut off the cigarette lighter plug leaving some wire leading out of it and strip that. Then strip some of the wire coming out of the charger, and strip some of the wire from the 12v DC converter (let's assume it has greater than or equal to MA rating). In that case, couldn't I use the two interchangeable; just connect whichever one I need?

Yes, but do you really want to break out the soldering iron every time? Making it modular would be so much more simple. I would leave the cig lighter on the charger, and simply stick a female sig lighter on the power converter. That way, you can always plug it into the car or the wall by connecting or removing the wall adapter. No tools necessary. The female cig socket should only cost a couple dollars.
If you're thinking of just twisting the wires together, I would not recommend it. You'll get a bad connection and run the risk of them touching. The first can cause damage over time and the second can cause damage immediately.
What if I made a plug for them? Like the Charger get the female plug and then the cigarette lighter plug and 12V DC converter get male plugs, and I plug whichever in when necessary. Would that be ok so that it doesn't cause damage?

That's exactly what I'm saying. All you have to do is put a female cigarette socket on the wall adapter. That way you can charge plugged into the car or wall by attaching or removing the wall adapter. You don't have to cut the cig lighter plug off the charger.
Also remember to never put a male connector on the power side. If you install a male connector on that wall adapter it's gonna electricute the first person to touch the connector. ALWAYS USE FEMALE CONNECTORS ON THE POWER SIDE OF THE CABLE!!!
