I currently have an HP with an i5 3.1 Ghz, 6GB DDR3 Ram, a 300 watt PSU and 6450 graphics. If I were to swap the 6450 with 6670. P.S. a 5670 and a 6670 have take the same power.

you definitely need to change your psu, as 6670 requires 5 times more power on full load compared to 6450.
component max power consumption
6670 125w
6450 25w
i5 140-150w

so as you can see i5+6670=275 watt of true power consumption at their max load, note that hard disk drive, cd drive , ram, extra cooling fans are not included in power.
so conclusion is that upgrade your power supply around 400watt of true power

What about this Seventeam 550 Watt for 50 AUD, which I read works well at high temperatures and works at 80% efficiency.
Or this Thermaltake 500 Watt for 49 AUD, which I hear has a small boom boom rate.
Are any of the above realistic choices? If so which?
