I did the same thing. I'm pretty sure I got the reward, but you can also
keep the book for your room. My wife traded me hers when she completed it
and nothing happened so I presume that the reward was given and the book is
for display only.

At the start, and then after you've completed all the quest thingies
it tells you "now read the last page of the book" lol

After doing the runaround and visiting all the people and places, the quest
tells you to re-read the book. The text of the book (or somewhere in the
citizenship quest) even says "you need to keep this book to complete the
quest", though I don't know when this text was added.

AFAIK, you cannot complete the quest if you've destroyed the book. You'll
probably just delete it from your journal when it gets full.
