You might trim your budget on the CPU, get a 1600+, 1800 wont have much performance advantage over 1800+ especially considering the price difference between them. Also get a good CPU Heatsink/Fan like the Swiftech or OCZ.
For the motherboard you can have Asus A7M266 with 256 MB PC2100 DDR, or if you want a cheaper solution, the ECS K7S5A with PC2100 DDR.
Be sure to get a 350W or better power supply, and a spacious chassis with two case fans plus the PS cooler.

when you get those case fans, you might consider cutting out the pre-made holes in the case you choose...
most newer atx cases come with a pre-made 80mm hole, but it is just mounting holes, plus a bunch of small holes for the air to pass through...and those holes are pretty small usually...so, if you feel confident, and have either a dremel tool, or a jigsaw, or some other tool that can cut metal, then you might consider cutting the circle out, buying a fan grill, and then putting the fan in the hole that has much less resistance...
i havent done it yet on my case, but i have to go borrow my grandfather's dremel tool before i can do it...right now, i am living with a slightly choked fan, which is slightly louder than it should be...
good luck, and make sure that you dont have the motherboard or drives or anything in there when you cut that thing out, because little metal pieces can be bad for the system's performance
