Building new comp

I just helped a friend of mine put together a new system, and there is a problem: the comp gets to the IDE detect phase, then the monitor powers down and the comp starts clicking (not sure from where) and shows HD activity. I checked all the IDE cables and drive jumper settings.

ABIT KT7A mobo
AMD 1.4Ghz cpu (boot-up sequence identifies as 1050Hz though :/)
512mb ram
IBM ATA-100 40GB HD
Visiontek GeForce3 video card
Some floppy drive
Some CD-Rom
Clearing CMOS has no effect on indications.

did you partition your new hard drive?

It wouldnt even finish detecting the HD

bummer dude....try booting it with a win9x start up disk...hopefully that works, if not, then im out of ideas
