Message error of sim city 3000 no disc inserted

I have sim city 3000 and insert the disc click in setup and when i click in the icon says:no disc inserted

I'll help you since no one seems to be helping me atm, so i need something to do.

Check the disk for scratches or other material on there. Clean the disk off gently, only use a small amount of GENTLE hand/dish soap. rinse the soap off, and let it dry on a paper towel for a few minutes. make sure the disk is completely dry before putting it back in.

Also, make sure the game doesn't have cracks or funny patches or mods installed.
